So the solution is pretty simple, you have to mute the video and then, only then, will Chrome play it normally when the page loads. The sound would start to play and Chrome doesn’t want that. So to confirm, the markup is the same in each case, the file when hosted externally loads fine, the exact same file when downloaded from the external source and uploaded to my server and referenced locally does not work.
